Aquis-EIX Market

EIX have partnered with Aquis Exchange PLC, who are Authorised and Regulated by the Financial Conduct Authority (firm reference number 595785) to provide the required regulatory cover for a new bond trading venue, Aquis-EIX. This marketplace will enable professional investors to buy or sell existing Project Bonds using market-established prices set through regular auctions.

The trading venue serves a dual-purpose. It provides an efficient market for investment firms to exit Project Bonds, thus de-risking investment in new issuances. It also provides a pool of established infrastructure Project Bonds into which investment firms can take direct positions and build a diversified portfolio.

Operations Director

With a diverse operational background spanning major infrastructure projects and creative industries, Dan brings a unique blend of strategic insight, process excellence, and transformational leadership to his role.

At EIX, Dan oversees global process design, regulatory compliance, bond issuance execution, and platform integration, ensuring that the firm’s regulated infrastructure finance marketplace operates with precision, resilience, and scalability. He leads cross-functional programmes that enable efficient capital mobilisation and secondary market development for institutional investors across sectors including housing, transport, energy, and healthcare.

Dan’s experience with Crossrail (now known as the Elizabeth Line), one of Europe’s most ambitious infrastructure projects, provided him with invaluable exposure to complex logistics, stakeholder management, and regulatory delivery within a safety-critical environment. There, he contributed to the orchestration of delivery streams under strict health, safety, and environmental frameworks—enhancing his ability to operate at the intersection of compliance and execution.

From co-ordinating large-scale infrastructure delivery and now structuring international finance operations, Dan has positioned himself at the convergence of high-stakes infrastructure, regulated capital markets, and disciplined execution. He is committed to driving sustainable growth, operational agility, and impact across every sector he serves.

Mark Worrall

Chief Executive

Mark leads the strategic vision and market delivery of a globally regulated infrastructure finance platform. A specialist in capital markets innovation, structured debt, and sustainable project finance, Mark has pioneered EIX’s approach to transforming infrastructure investment into a liquid, tradable, and institutional-grade asset class.

Under Mark’s leadership, EIX has introduced project-specific bond structures that significantly improve capital access, credit quality, and investor liquidity. He has overseen the development of EIX’s Private Placement and secondary market capabilities via the Aquis Exchange, positioning EIX as a central hub for infrastructure debt issuance.

Multi-lingual entrepreneur Mark began his career at Thomson Reuters, holding a number of senior management roles before moving to Algorithmics, specialising in enterprise risk, as director responsible for European expansion.

He founded Expand Consulting, providing intelligence, business development and decision support services globally, acquired by Boston Consulting Group. He was also MD of Route Group, a wealth club, and in 2008 he founded Propel Capital Partners, which raised funds for corporates and projects.

Today, Mark champions a new model for infrastructure finance. One that combines regulated financial architecture, transparent risk structures, and integrated underwriting to unlock scalable private capital flows. Through EIX, he is committed to bridging the global infrastructure investment gap with a platform that delivers speed, certainty, and measurable impact.

Mike Blakey

Chief Financial Officer

Mike oversees the financial strategy, capital structuring, and investor assurance frameworks underpinning the exchange’s regulated infrastructure finance platform. With deep expertise in structured finance, institutional risk, and capital allocation, Mike ensures that EIX delivers robust financial governance while enabling scalable investment into infrastructure debt markets.

Mike is responsible for managing transaction-level financial models, regulatory reporting, and the integrity of capital flows across primary issuance and secondary trading. He plays a critical role in aligning the economic structure of EIX’s Project Bonds, with investor expectations and credit rating thresholds, ensuring the platform meets the demands of pension funds, insurers, asset managers, and private capital providers.

Mike brings more than 30 years of experience in senior positions at some of the world’s leading financial institutions including HSBC, Thomson Reuters and FTSE, covering capital markets, infrastructure investment, and strategic advisory. He has a track record of structuring multi-hundred-million-pound funding programmes and overseeing the financial close of complex infrastructure deals. His work has supported the financing of assets across energy, transport, urban development, and sustainable infrastructure.

Through his work, he is an acknowledged expert in bonds, currency baskets, forex, equities, algorithmic trading and complex event processing.
